WASHINGTON (AP) - Vincent Orange's victory in last month's special election for an at-large District of Columbia Council seat is about to become official.

The D.C. Board of Elections and Ethics is set to certify Tuesday the results of the election. Afterward, Orange will be sworn in as the newest Council member.

The Democrat previously served on the Council from 1999 to 2007, representing Ward Five.

The final vote count shows Orange defeating Republican Patrick Mara by about 1,500 votes in the nine-way race. Interim Councilman Sekou Biddle finished third.

Turnout for the April 26 special election was 10.3 percent. Nearly 47,000 of the district's 455,000 registered voters cast ballots.
