WASHINGTON (AP) - A House appropriations subcommittee will hold a hearing on a bill that sets the District of Columbia's budget for 2012.

Thursday's hearing on the appropriations bill will give members of Congress an opportunity to amend it. Advocates for D.C. autonomy are hoping those amendments don't include any more so-called "riders" that aim to influence social policy.

The bill already bans D.C. from spending local taxpayer dollars on abortions for low-income women. The ban was re-imposed during this year's budget deal.

Congress has the final say over the district's budget and laws, and Republicans often clash with D.C.'s democratic leadership on social policy. The bill authorizes a $10.8 billion budget for the district next year, $6.1 billion of which will come from local funds.
