Roadside solicitations: Good for charities or nuisance to drivers?

A debate is going on about roadside solicitations. Some charities view it as a good way to raise necessary funds.

Others view the practice as a nuisance for drivers. And worse, a danger to the collectors and to those in traffic.

Monday, the Montgomery County Council will be debating possible changes to regulations governing roadside solicitations.
