Charles William Blackford struck, killed while cycling

A bicyclist in Chantilly who was riding at night without proper lamps or reflectors was struck and killed by a car Wednesday night, authorities say.
Police say that 29-year-old Charles William Blackford was riding in the area of Route 50 and Tall Cedars Parkway without a white lamp on the front or red lamp on the back of his bike. Both are required by law.
At about 11:40 p.m., Sheriff's deputies responded to reports that Blackford had been struck by a car. Witnesses say that several vehicles had to swerve to avoid him, but a 2005 Cadillac had struck Blackford.
