Power outage, roads blocked on 8th and E Streets Northwest

D.C. Fire and Pepco crews responded to smoking manholes near the intersection of 8th and E Streets Northwest Monday night. Fire officials say Pepco is working on an underground feeder line. Roads are blocked in the area.
Fire officials say about 400 customers in an 11-story apartment building are without power.
