WASHINGTON (AP) - Traffic is flowing smoothly on some main arteries in the Washington area, but Hurricane Irene has changed travel plans for some who were headed out of town.

William Penner of Washington says he was due in New York City for a work trip but doesn't expect to be able to travel Monday. The 48-year-old's usual Delta shuttle flights have been canceled and Penner says traveling on Amtrak could also be a problem.

Penner also says there would be problems getting around New York because the public transit problems could overload the cabs.

In Rockville, Md., traffic also flowed freely on usually busy Rockville Pike. Traffic lights were operating normally and businesses were open.

Joe Adams of Olney, Md., says traffic seems "lighter than normal."
