Chong Chen Kim, former P.G. County officer pleads guilty in untaxed cigarette case
A former Prince George’s County police officer pleaded guilty Monday to charges connected to a corruption probe involving transporting and distributing untaxed cigarettes.
Chong Chen Kim, 43, of Odenton, Md., pleaded guilty to conspiring with others, including a public official, to commit extortion and to possession of a firearm in furtherance of a crime of violence.
“The focus on cigarette smuggling is one of several initiatives that the IRS is partnering with local other federal agencies to combat,” said IRS Special Agent in Charge Jeannine A. Hammett. “The state revenue loss in taxes is substantial especially in these tough economic times.”
Authorities said Kim, a Prince George’s police officer for 16 years, conspired with two businessmen and a fellow police officer to transport and distribute untaxed cigarettes and alcohol to Maryland, Virginia and elsewhere.
The business owners are Chun “Eddy” Chen, who owned a carry-out store in Maryland and Amir Miljkovic, who owned a business called Prestige Auto Glass in College Park. The other officer involved is former Prince George’s County police officer Richard Delabrer, authorities said.
The conspirators conducted at least 33 illicit transactions with an undercover agent involving the sale of contraband cigarettes. Authorities said Kim was involved in all but one of the transactions.
The others also pleaded guilty in connection with the case.
