D.C. a major disaster site after Hurricane Irene, Obama says

President Barack Obama declared the District as the site of a major disaster due to damage caused by Hurricane Irene.
Obama ordered federal aid to supplant local and state recovery efforts. The funding will be available to the District and some private non-profit agencies.
