WASHINGTON (AP) - Nearly 10 years after the September 2001 terrorist attacks there is still no system to know who is leaving the United States or exactly what is inside much of the luggage checked at airports.

A Government Accountability Report on Wednesday concluded that the Homeland Security Department has completed about half the recommendations made by federal auditors since the department was organized in 2003. But significant gaps remain, including the lack of a biometric exit system.

The second-in-command at the department said there is work still to be done, but DHS has made improvements.

The U.S. comptroller general, Gene Dodaro, told senators that the government also lacks enhanced explosives detection technology to screen checked baggage at airports. Dodaro also said management problems at the department persist.
