Authorities arrested Vincent Lloyd Minto, of Landover, Md., in Reading Pennsylvania on Sept. 4.

He is accused of taking part in the slaying of Clarence Rankine, 63, was shot to death in the 900 block of University Boulevard East in Silver Spring on Aug. 30, 2009.

Police said he was shot over an argument.

Other suspects include Winston Delroy Dillon, 39, of Hyattsville, Md and Lonzell Gregory Smith, 38, of New Carrollton, Md. Both were arrested earlier.
