(ABC7, AP) - A spokesperson for the Maryland Department of Health and Mental Hygiene says professionals who treated the woman accused of stabbing a shopper at a Lanham Target are stunned by what has happened and will review procedures.

Antoinette Starks, 55, of Bowie was charged with attempted murder, assault and assault with a deadly weapon on Tuesday, and is being held without bond.

She was held in a mental hospital for six years after stabbing two people at a Maryland Nordstrom’s in 2005.

She was found not criminally responsible and sent to a state mental hospital. An attorney, Kenneth Trombly, sued the store on behalf of one of the women and last Spring won a jury verdict.

Trombly wonders what starks was doing out and about.

“What’s so upsetting is that she was in custody and was released on the conclusion that she was safe in the community,” he said.

Court records show Starks was released 61 days ago and was living in a halfway house in Bowie.

According to the records, Starks’ caregivers believed she was free of mental illness as long ago as 2007.

She was ordered held without bond Wednesday. The victim of the stabbing is still in the hospital in stable condition.
