Edwards made her proposal public on Monday, as lawmakers were gathering for a special session to redraw Maryland's eight congressional districts for the next 10 years.

Gov. Martin O'Malley, a Democrat, is holding a news conference Monday morning to discuss the session, along with House Speaker Michael Busch and Senate President Thomas V. Mike Miller.

Edwards says her proposal allows for the possibility of minority representation in one of three congressional districts in Montgomery County.

She says it achieves the goals set forth by Gov. Martin O'Malley and his advisory panel, while increasing minority voting representation in Congressional districts four and five.

Lawmakers will hold a hearing Monday afternoon on the governor's proposed map, as well as to hear alternative proposals.

The Democratic-controlled General Assembly is scheduled to convene for a short session at 11:30 a.m. The hearing on redistricting plans starts at 1 p.m. and is expected to last the rest of the day and possibly into the evening.

The special session is not expected to last more than several days.
