RICHMOND, Va. (AP) - The Nuclear Regulatory Commission is meeting to discuss plans to restart two nuclear reactors that have remained shut down since the Aug. 23 earthquake in central Virginia.

Plant owner Dominion Nuclear will outline its plan to restart the reactors at a meeting Friday at the commission's headquarters in Maryland.

The NRC demanded that the reactors stay offline since determining that the 5.8-magnitude earthquake caused ground movement about twice the level for which the plant about 50 miles northwest of Richmond was designed to withstand. Dominion acknowledges ground motion exceeded its design but says its seismic data show shaking at much lower levels than those reported by the U.S. Geological Survey.

The NRC has said Dominion must prove the plant can operate safety before the agency will allow it to restart.
