RICHMOND, Va. (AP) - The Federal Emergency Management Agency has denied the state's request for individual assistance to help northern Virginia property owners affected by Tropical Storm Lee.

Gov. Bob McDonnell's office requested that FEMA make low-interest loans, grants and other forms of assistance available to homeowners, renters and businesses in Fairfax and Prince William counties that suffered damage during heavy rains and flooding Sept. 8 and 9.

McDonnell's office said Friday that the Department of Emergency Management will recommend whether to appeal the denial or to apply for Small Business Administration loans.

If the SBA assistance is approved, federal loans would be available to repair or replace real estate and property.
