WASHINGTON (AP) - Congress has reached a deal to impose a parking cap on the Army at its Mark Center annex in Alexandria, limiting its 6,400 workers to roughly 2,000 parking spaces.

Virginia's congressional delegation fought for the cap, fearing the influx of jobs would make an already nasty commute intolerable on Interstates 95 and 395 around Springfield and Alexandria.

Supporters had initially proposed an even more stringent cap of 1,000 spaces. Sen. Mark Warner, D-Va., said the cap will force the Army to find creative solutions like telework and staggered shifts.

The workers are moving to Mark Center as part of the 2005 military base realignment that added tens of thousands of workers to Fort Belvoir.

Belvoir spokesman Don Carr said the base will carry out any legislation that is imposed.
