Investigators say two boaters discovered the body of 23-year-old Muhammad H. Rehman, of Alexandria, at about 9:10 a.m. and reported it to police.

Authorities say he appears to be Hispanic. It's still unclear long he was in the water or how he wound up there.

The bulk of people who venture through this wooded stretch along the Potomac are dog walkers, bird watchers or fisherman.

Occasionally, the people who fish either from shore or from a boat will consume alcohol. But investigators found no tackle or fishing poles nearby, nor any bottles or cans.

Several people have vanished in the past year. But investigators say the victim doesn't fit the description of anyone reported missing.

“There is nothing to connect this with any missing person we are aware of or any missing person in surrounding jurisdictions,” says Fairfax County police spokesman officer Bud Walker.

Some speculate the man fell of the pier. But fishermen tells say the water is shallow there. They say if he fell in he would have been able to walk to shore.
