Is Uber illegal or just competition?

A Virginia limo driver Friday was fined $2,000, his Lincoln town car was impounded in a southwest lot after the head of the D.C. Taxicab Commission, Ron Linton, set him up using Uber.
Uber is a high tech service with its own app which Linton says is competing illegally with D.C. cabs.
Uber users text where they are, where they want to go and Uber contracts with private limo services delivers.
