A 22-year-old Maryland woman had DUI charges against her thrown out Thursday after a judge ruled she was only pulled over because of a perceived police quota on stopping drivers, the Baltimore Sun reports.

The Sun says that Katie Majorie Quackenbush was cited for having a blood-alcohol level of 0.17 when she was arrested in April of 2011 while speeding down Main Street in Ellicott City. The arresting officer was working on what police call "saturation duty," where authorities work paid overtime to further target drunk drivers.

But District Court Judge Sue-Ellen Hantman ruled in Howard County court this week that the arrest was linked to what she called an "illegal quota" that forced officers to stop as many as four drivers per hour.

Howard County Police Chief William McMahon told the Sun that an appeal is likely and that they don't have quotas.

"It's against the law, and it's not how we manage the Police Department," McMahon said.
