Two delegates in Virginia's General Assembly have proposed a 20-cent bag fee for the entire state of Virginia, WTOP reports.

Delegates Joe Morrissey and Scott Surovell, both Democrats, want to impose the fee on all plastic bags sold and used in grocery stores throughout the state.

But Surovell admits that the fee would likely be cut down to 5 cents in committee, which would be in line with fees enacted in Montgomery County and the District.
