C.H.O.I.C.E. faculty member accused of having sex with student, ward of city

A prominent faculty member at a D.C. tutoring agency has been fired after allegations surfaced that he had sexual relations with a student.

According to the group's founder, that student is also a ward of the city. And now the matter has been turned over to police.

The accused faculty member is Hayes Capers. He worked for C.H.O.I.C.E, a tutoring nonprofit. He could not be reached for comment.

“We want to make sure they're in safe environment and an environment in which they prosper and get better as human beings, not where they're exploited, for any purpose, including sexual,” says Jim Graham, D.C. Councilmember for Ward 1.

Graham confirms that an 18-year-old woman says Capers had sex with her. The woman, a student at C.H.O.I.C.E, was sent there through the Department of Youth Rehabilitation Services. Graham chairs the committee that oversees that agency.

“It's kind of scary because you send your kids to school and you gotta worry about if the staff is doing something to your child,” says Derrick Kenner, a District resident.

Graham had not heard about this until ABC7 brought it to his attention. His investigation revealed that Capers may have given the student money for sex.

“We have a very strong assignment of trust for these young people and I want to make absolutely certain they're in the right environment,” Graham says.

Graham also confirmed the woman has alleged that even after she made it clear to Capers she was not interested, he continued to make unwanted sexual advances.

In a statement, the Department of Youth Rehabilitation Services said: "Any such allegations if substantiated are unacceptable and will not be tolerated."

The founder of C.H.O.I.C.E said earlier Thursday by phone that the youth was a ward of the city and called the allegations just a rumor. The founder wouldn’t say more.
