WASHINGTON (AP) - A D.C. Council report is raising questions about whether city officials looked the other way or possibly assisted former Councilmember Harry Thomas Jr.'s embezzlement of $350,000 that had been earmarked to support youth sports.

The report, obtained by The Washington Post in advance of its release, cited numerous red flags about the way the $400,000 earmark was handled.

The earmark, requested by Thomas, was the only one in a $12 million budget that did not designate a specific organization as the grant's recipient.

Thomas pleaded guilty earlier this year to stealing the money and will be sentenced next week. Federal guidelines call for a term of more than 3 years.
