ANNAPOLIS, Md. (AP) - Gov. Martin O'Malley says he accepts part of the blame for the breakdown that led to $512 million in cuts instead of new tax revenues and alternative savings in state spending.

O'Malley, who spoke on WTOP Thursday, said "we all hold blame," referring to himself and Senate President Thomas V. Mike Miller and House Speaker Michael Busch.

But O'Malley specifically cited a tenacious push by the Senate president to allow a casino in Prince George's County as playing an unnecessary role in the budget collapse. O'Malley says he doesn't believe differences in opinion over gambling should have led to Monday's meltdown when lawmakers adjourned.

O'Malley also says it's unclear when a special session will be held to try again. He says a consensus must be reached before he calls one.
