Howard Rice killed in Woodbridge accident
Prince William County police say two drivers hit and killed a Woodbridge man as he crossed the road Thursday night.
Howard Edward Rice, 42, was trying to cross Dale Boulevard when he was struck by a 1999 Volvo S70 going eastbound near Forestdale Avenue.
The driver of a 2006 Toyota Camry traveling behind the Volvo couldn't stop in time, striking Rice a second time.
Rice died at the scene.
Police say Rice was outside the designated crosswalk when he was hit. According to investigators, the area was also poorly lit.
No one else was hurt.
Officers say alcohol, drug use and speed were not factors in the accident on the part of the drivers.
A toxicology report is being performed on the victim.
