Police say 40-year-old Jermaine Anthony Livingston was arrested Thursday and is awaiting extradition to Maryland, where he will be served with a warrant charging him with first-degree murder.

Authorities say they were making a welfare check at an apartment in the 2100 block of Brooks Drive on April 4 when the found 32-year-old Raquel Israel unresponsive in a bedroom. Israel was pronounced dead at the scene.
