WASHINGTON (AP) - District of Columbia Mayor Vincent Gray is proposing a broad package of campaign finance reforms, including a ban on contributions by government contractors or those seeking large contracts.

D.C. Attorney General Irvin Nathan offered a preview of the legislation in testimony before the D.C. Council Monday. Nathan says the ban on contributions by major contractors would help end the perception of a "pay to play" culture in district government.

The Gray administration also wants to increase disclosure requirements for corporate donations, end the bundling of contributions by lobbyists and ban money-order contributions greater than $25.

Nathan says a draft of the bill will be ready by mid-July. Councilmember Tommy Wells says the proposals are commendable, but he says he'd be "stunned" if the council approves the package.
