For 40 horrifying minutes on an Appomattox County school bus last year, 10-year-old Cequan Haskins experienced intense bullying from two classmates. More than a year later, his mother is speaking out.

In May of 2011, Cequan was verbally and physically assaulted by two teenage boys on board a school bus carrying special needs students. The entire incident was caught on video, but it had not been released before last Friday. 

At one point in the incident, two of Cequan's15-year-old schoolmates held a hot cigarette lighter to his skin. The teens also called Cequan names and used racial and sexual slurs.

Both teens on board the bus were found guilty of disorderly conduct and assault and battery after the incident.

"He was a special needs child and he didn't deserve this," Cequan's mother, Roxanne, said. "He was entitled to a safe transportation, just like any other child in the Appomattox County Public School system."

What troubles Roxanne and many others even more is that bus driver Nancy Davis can be heard on the video. Months ago, the tape played a crucial part in her child neglect trial.

An Appomattox County jury, though, acquitted Davis of all charges after she testified that she did all she could to stop the bullying.

"Ugh, anything to get him quiet!" Davis can be heard saying on the bus during the attack. "I've got to drive this bus."

Since the incident, Haskins said her son has received hours of therapy and been diagnosed with post-traumatic stress disorder.

"I want parents to be aware of what's going on in the school system," Haskins said.
