September 12, 2012 - 01:51 pm
Two women were arrested for running an unlicensed daycare in Prince William County after authorities found children in a home strapped to car seats, police say.
Police arrested Anila and Rabia Qayyum and charged each with multiple counts of child endangerment.
Police say they found 21 children, aged 3 months to 4-years-old, in the home in Woodbridge. Seven of the children were strapped to car seats throughout the house, including in the bathroom and in a closet, police say.
