WASHINGTON (AP) - A former District of Columbia mayor, former congressman and former Federal Reserve Board member all plan to testify that the district should be given control of its municipal budget.

The D.C. Council is holding a hearing Friday on a proposed charter amendment to allow the city to spend local tax dollars without the approval of Congress.

If voters approve the amendment, then it would be up to Congress to proactively reject it. Former mayor Anthony Williams will testify at the hearing.

Joining him will be former congressman Tom Davis of Virginia, who pushed to give the district more autonomy during his time on Capitol Hill.

Alice Rivlin, who sat on both the Federal Reserve Board and the district's financial control board of the 1990s, will also testify.
