The Washington Examiner reports the measure is buried in energy legislation that district lawmakers are taking up Thursday.

The proposed law would apply to about 4,000 establishments. Those caught violating the law would be fined $100 for a first offense, then $200, $400, and $800 for subsequent offenses.

Ward 3 Councilmember Mary Cheh is co-sponsoring the provision with Chairman Phil Mendelson.
