A District Heights police officer who shot and paralyzed a man while he was handcuffed in September was indicted Thursday on multiple charges, including attempted murder.

Sgt. Johnnie Riley, who is being held without bond, is facing charges of attempted murder, first and second-degree assault, two counts of misconduct in office and gun offenses, shot Kalvin Kyle on Sept. 6 after officers believed he stole a motorcycle.

Riley was placed on routine paid administrative leave after the shooting. He turned himself into authorities at about 2:30 p.m. Thursday and faces a bond review on Friday.

The shooting happened in early September near the corner of County Road and Foster Street. On that night, prosecutors say that Riley stopped Kyle and took him into custody after finding out the motorcycle he was riding on was stolen. After Kyle was handcuffed, though, officials say the he was able to get out of Riley's police car and run away.

During a subsequent pursuit, prosecutors say Riley shot Kyle in the back with his service weapon. Kyle, who was shot twice, is now paralyzed from the waist down.
