But when the line began to form hours ahead of the giveaway, waiting families were told they were supposed to preregister.

Even those who preregistered said they weren't told they were supposed to bring their children.

A spokeswoman for the event said the problem was due to miscommunication.

When the host for the giveaway arrived, they said no one would go away empty-handed. In the end, there were enough toys, and every child left with a gift.
