Ioan Cicio arrested in Fairfax County for allegedly using skimmer devices
A Falls Church man was arrested Monday for allegedly using skimming devices at bank machines in Fairfax County last fall.
Fairfax County police have charged 39-year-old Ioan Cicio with multiple counts, including three counts of credit card forgery and theft in connection to the placing of three skimmers on two hospital ATMs in September and November.
The first skimmer was discovered Sept. 13 on an ATM inside the Cardiac Care Center at Inova Fairfax Hospital. Three months later, skimmers were later found at another ATM at the Fairfax hospital and at one in the Inova Fair Oaks Hospital lobby. At least 12 victims reported that their bank accounts had been compromised after using these machines.
Cicio was located after he was spotted on surveillance cameras using a compromised ATM card belonging to a Fairfax City fire union. He was allegedly purchasing gift cards at an area Home Depot with the card, then turning around and buying high-end items. A warrant was quickly issued and Cicio was arrested Jan. 24.
At the time of his arrest, authorities recovered skimmer devices, cameras and computers from his home.
