Kwajo Oteng-Agipong, Jose Deduque arrested in attempted carjacking

Two men were arrested Sunday night after they were thwarted by a stick shift in an attempted armed carjacking.

Police say 21-year-old Kwajo Oteng-Agipong and 20-year-old Jose Maria Deduque approached a driver and his passenger in the 1600 block of Yale Place in Rockville and demanded his food delivery car.

When the passenger ran away, the suspects got in the car but weren’t able to steal it because they couldn’t operate the manual transmission. They then took off on foot.

Oteng-Agipong and Deduque were arrested shortly after. A black semi-automatic replica BB gun was found in a discarded backpack. Both have been with armed carjacking, conspiracy to commit armed carjacking and motor vehicle theft. They’re both being held on bond.
