New Virginia driving laws take effect today

RICHMOND, Va. (AP) - Ready or not, Virginia motorists, new laws are about to affect the way you drive and how much it costs to do it.

The state's sweeping new transportation funding law takes effect today, changing gasoline and diesel taxes, imposing annual fees on hybrid and electrical cars and boosting retail sales taxes. A stiff new ban on texting while driving also takes effect.

In other changes, public schools across the state will start receiving letter grades from A to F on how well their students perform, just as schools grade pupils. And concealed weapon permits will no longer be open for public inspection.

Of the 807 bills the 2013 General Assembly passed, Gov. Bob McDonnell signed and that become Virginia law, 742 of them take effect today.
