D.C. public schools: Half of principals are "developing"

WASHINGTON (AP) - More than half of the District of Columbia's public school principals have been rated below "effective" on new evaluations.

The Washington Post reports 14 of the city's 120 principals were rated "highly effective." About a third were rated "effective. Half were deemed "developing," which is one step above "ineffective." Those deemed "ineffective" were dismissed.

The ratings were delivered to administrators this month and have drawn protests. Some say the evaluation system is unfair and relies too much on student test results.

Aona Jefferson, president of the Council of School Officers, a union representing principals, says something is wrong if half the principals are "developing."

School system officials say it's no surprise so many administrators scored below effective when only half the city's students are proficient in reading and math.
