The federal minimum wage supersedes state minimums in states that fall below $7.25 per hour.

(WJLA) - At $8.25, the District of Columbia already is among those states that offer a higher minimum wage than the federal one. A D.C. councilman's push would make Washington's the highest in the nation.

Washington is joined by 19 states across America that already offers a minimum wage that's higher than the federal $7.25 wage, but Vincent Orange is rallying support to raise it to $11.50 citywide.

If Orange succeeds, the District's minimum wage would surpass Washington State as the nation's highest. Washington offers a minimum wage of $9.19.

An analysis of Department of Labor data indicates that beyond the 19 states, along with D.C., that offer higher-than-federal minimum wage, 22 states offer a wage that's on par with the federal low.

Meanwhile, four states - Arkansas, Georgia, Minnesota and Wyoming - offer minimum wages below the federal limit. Five states - Alabama, Louisiana, Mississippi, South Carolina and Tennessee - do not have a minimum wage at all.

The federal minimum wage in each of those nine states, though, supercedes the state's minimum wage.

Orange's proposal comes on the heels of a failed attempt to force large retailers located in Washington to pay $4.25 per hour more than other businesses. The Large Retailer Accountability Act would have compelled stores like Walmart, Target and other big box stores to pay that $12.50 per hour.

The bill passed a divided D.C. Council, but Mayor Vincent Gray vetoed the bill after Walmart planned to cancel plans to open six stores in Washington.

Parallel to Orange's efforts, D.C. Working Families, a coalition that promotes social values in Washington, is launching a campaign Tuesday to raise the city's minimum wage even higher - to $12.50 per hour.
