GM's week in headlines: Budget proposal, cyber jobs, and PIF 3.0

It should be a relatively peaceful year on the fiscal front lines in Washington D.C. Last December, Congress passed a bipartisan compromise -- setting a cap on overall agency spending for the next two years. Furthermore, the debt ceiling won't be an issue until next March. Those financial factors made last week's release of President Obama's $3.9 trillion budget a bit anti-climactic.
