GM's week in headlines: Bulk data collection and federal workers' pay

President Obama has asked Congress to end the bulk collection of Americans' phone records. Under his proposal, lawmakers have three months to pass a measure that would address privacy concerns and preserve the government's ability to fight terrorism.

The absolute deadline for action, however, is June of 2015 -- when the law permitting bulk collection is set to expire.
