The federal government faces a long-term crisis -- in large part, because it's too old. Only nine-percent of federal workers are younger than thirty, compared to 23-percent of all U.S. workers.
A new civil service framework would help to correct that imbalance, according to a new report co-authored by the Partnership for Public Service and Booz Allen Hamilton.
