A Russian trade and human rights bill cleared Congress on Thursday and headed for the president's desk. It will open new opportunities for American businesses, but could antagonize U.S.-Russian relations.

For more than three decades, lawmakers waived the Jackson-Vanick restrictions. This year, Russia's support for Syria went too far.

Lawmakers remain worried Syria will use chemical weapons on its own people.
