Government agencies started adapting to smaller budgets weeks ago. On Thursday, the Obama Administration told Congress they released more than 2,000 illegal immigrants from jail. ICE Director John Morton says he made the decision for, "solely budgetary reasons."

Morton is not alone. Over the coming months, agency leaders will cut services, staff and hours.

Tom Fox, with the Partnership for Public Service, offered analysis on managing federal workers in a time of crisis. Here's his interview with Capital Insider:
