The effort to create a Nationwide Public Safety Network dates back to 2007 -- that's when the FCC set up regulations. In 2009, they set aside spectrum for such a network. In 2012, Congress created the First Responder Network Authority and started building a staff.

William Jackson, senior writer for GNC and author of the blog CyberEye, discussed the issue with Capital Insider.
