New VA bill accused of trampling civil service rights

This month, the $16.3 billion Veterans Affairs reform bill won broad support from both parties in Congress.

It will help the agency hire more doctors, nurses, and medical staff. It will also help them open 27 new clinics across the country.

But the bill faces mounting criticism for the way it treats senior executives.
