My guess is that this is part of some sort of cloaking device, or stealth technology. I have a feeling our spies know exactly what it is. Although it could be an abandoned mega plan for a Walmart parking lot.

They are antennas to send signals and power to satellites which in return, can direct beams back to earth to destroy the target, ie: the blown up boxes.
