How do you count snowfall that falls outside of meteorological winter? Like say a snow storm in November or March. Does that still go in the winter/years snow total?

Three years with a snow drought, and I'm beginning to wonder...is it really just a case now on of super-hot summers, some spurts of cold in December, and nary a snowflake for our true meterological winter? Ah. but I'm thinking back to 2009-2010 for the snowmageddon, and am missing a good whopper of storm. DC always gets missed!
