Maryland's governor has vowed to be a leader in confronting global warming - and several environmental groups plan to rally in Annapolis Thursday for action on climate change.

The League of Conservation Voters and other groups plan a morning rally outside the State House calling for action to reduce greenhouse gases blamed for causing global warming. Governor Martin O'Malley put together a task force last year that recommended the nation's most ambitious carbon cap. But so far O'Malley has not proposed any bills related to climate change.

ABC 7 News myTAKE - What's Your Opinion? There are a few related bills already before lawmakers. One House member has proposed legal protections for solar panels, so that homeowners association couldn't ban them. There is also a bill to encourage more energy efficient buildings.
