D.C. Council to Vote on Limiting Noise Levels

The D.C. Council is planning to vote on a bill to limit noise levels in the District.
The move comes as a result of what some say is a loophole in the noise law that has allowed street preachers on H Street in northeast and others to use amplifiers. The loophole exempts noncommercial public speech from limitation during the daytime. Officials say the groups' messages have reached 75 to 92 decibels, the same level as thunder or factory noise.
The council's proposal would make noncommercial speech that measures 70 decibels or more, or is 10 decibels above ambient noise, subject to a penalty.
The council is expected to vote February 19th.
