Metro Deploying 'Secret Shoppers' to Rate Service

Metro's new board chairman Chris Zimmerman says the transit agency will send out "secret shoppers" to gauge progress on goals to improve service reliability and communication with customers.
Zimmerman, a member of the Arlington County board, says Metro will use a system similar to large retailers to view the transit system through the eyes of riders. Recent data from Metro shows the agency fell short of its service reliability goals for 2007. Metro failed every month last year to meet its goal of having running 95 percent of all trains on schedule. Performance dipped closer to 80 percent during rush hour.
Metro saw a 30 percent spike in service disruptions between July and November over the same time a year before. Officials have said the problems were caused by failing brakes on older cars and failing doors on the newer 5000-series rail cars.
