Council Member Proposes Open Primaries in D.C.

D.C. Council member David Catania wants the city's primaries open to all registered voters. The city now runs a closed primary system, which means unaffiliated voters aren't eligible to participate. Catania, who is an independent, says the current rules make him feel "like a stranger in my own city."
Catania has proposed legislation that would allow party officials in the District to decide whether to allow voters to cross party lines. He says he'll even consider suing the city to get the law changed.
Primaries also are closed in Maryland; they are open in Virginia.
