Gang Member Turns Himself in to Police

Prince William County (web|news) investigators say a 16-year-old Osbourn High School student told them he solicited gang members to kill his father, before backing out of the plot after getting cold feet.

**Update: Robert Lee Williams turned himself in to Manassas Police late Monday morning.

The boy told investigators he had solicited the 'Bloods' gang to kill his father and had even helped them break into his home to steal two guns for the plot. The boy explained to police he later became afraid and joined a rival gang, the 'Crips', for protection.

That gang allegedly held an initiation, called a 'jump in', in which the 16-year-old boy was beaten in a Manassas neighborhood.

ABC 7 News myTAKE - What's Your Opinion?Investigators say the boy apparently had a change of heart, deciding the gang life was not for him. On March 4, he and his father visited the school resource officer to confess.

Police say the officer had to tell the father about the murder plot.

The officer notified the the Northern Virginia Gang Task Force and other agencies, which helped identify three juveniles involved in the murder and burglary plots, and an 24-year-old man involved in the burglary.

The 16-year-old boy who came forward and the two other juveniles, aged 16 and 17,  were arrested. Two were charged with solicitation/conspiracy to commit murder and one was charged with conspiracy to commit burglary. Investigators say further charges are pending. 

Police have also issued an arrest warrant for 24-year-old Robert Lee Williams, of Manassas, who police say was consulted to help steal the handguns.

Detectives say they also identified the six reputed gang members involved in the gang-initiation beating. 

Police arrested six Osbourn High Schools, aged 14 to 17, and one adult, Dwaynne Anthony Smith, 18. All were charged with gang participation, assault, gang activity in a school zone, and recruiting a juvenile into a gang.

All six are being held without bond until they appear in court.
